This Puja is dedicated to Mahadev ( Lord Shiva) who is also referred as Rudra . Rudra means ferocious and angry form of Mahadev ( Lord Shiva) and is associated with destruction of evil .
It is said that Mahadev created eleven forms of Rudra. These are Kapali, Pingala, Bhima, Virupaksa, Vilohita, Ajesha, Shasana, Shasta, Shambhu, Chanda and Bhav. These eleven forms have been associated with fighting the demons and protecting the Gods time and again .
This Puja is about doing Abhishek of Shiva in his form of Rudra, as mentioned in the Yajurveda.

Veda is Shiva, and Shiva is Veda.
Rudra Puja or Shri Rudram is a set of vedic mantras that are done to please Mahadev (Lord Shiva) . Mahadev is the protector of dieties and destroyer of all evils .
Two types of Shloka has the main importance in this Puja – namely Namaks and Chamaks. Namaks are the ones that end with “Namah” (we Bow) and Chamaks are the ones that end with “Chame” (we Beg) .
Shri Rudram Chamkam is a Vedic Stotra dedicated to Rudra, an earlier aspect of Shiva Chamkam assures granting of what we ask .
Sri Rudram and Chamakam are the greatest Vedic hymns dedicated to Mahadev or Lord Rudra .
Chanting of Namakam once followed by Chamakam one is called “Shri Rudram”.
11 Recitations of the Sri Rudram (Namakam ) followed by one recitation of Chamakam is called “Ekadas Rudram “.
11 recitations of Ekadas Rudram is called Laghu Rudra Paath .
Laghu Rudra Abhishek is consisting of eleven round of Ekadash Rudram.
Maha Rudra Abhishek is consisting of eleven round of Laghu Rudra.
Ati Rudra Abhishek is consisting of eleven round of Maha Rudra.
Shiva has 11 forms of Rudra . In this puja all 11 forms of Rudra are worshipped . abhsihek is done to 11 Rudras with 11 Dravyas ( 11 Things that please Mahadev ) and the 11 consorts are also worshipped.
This puja is performed by 11 Brahmins ( minimum) and Shri Rudram is recited total 11 times i.e one recital for each of 11 Rudras .
